The embodiment of the present specification provides an electronic coupon processing method, device and system, wherein the electronic coupon processing method comprises: judging whether a user issues an electronic social security voucher according to the identity information of the user; if yes, sending a claim request of the user to a social security service system; if the social security service system returns an access judgment result as access passing, issuing an electronic training coupon to the user; performing a cancellation processing on the electronic training coupon according to training process data recorded in cooperation with a training service institution; and synchronizing the training process data and the cancellation processing result to the social security service system.
