As a mold can be stably placed on an annular track, a hollow cosmetic bottle is formed in the mold through movement of the annular track and blow molding treatment of a blow molding group; and then the mold is moved to the filling set through the annular track, the filling set carries out filling treatment on cosmetic bottles in the mold, finally, the mold is moved to the sealing set, sealing treatment of bottle openings of the cosmetic bottles is achieved, and finally blow molding and filling of one-time packaging of cosmetics are completed.
