The two compositions were rotated overnight to fully disperse the organophosphorus compound. Glass cloth composites of the two compositions were prepared as follows. At least about 7 layers of rectangular glass cloth were wetted with the compositions of Examples 8A and 8B and heated on a hot plate at 120°C for 1 hour to remove the solvent, thereby preparing a glass cloth (NE glass cloth, model #1280, 50 μm thickness) composite material. The B-staged glass cloth composite stack was cured in an oven at 190°C under a nitrogen atmosphere for 1 hour to produce a composite material with a thickness of about 700 to 800 μm. According to the procedure similar to ASTM D3801 (UL-94 flammability test), a test of a flammable rectangular sample (about 13mm width and 125mm length) was carried out using a propane Bunsen burner with a blue flame of about 2cm, placing a cotton pad under the flame in an aluminum pan. The aluminum pan is used to catch any drips from the burning sample. Keep the sample vertical and use a metal clip to keep one end of the sample in contact with the flame for 10 seconds. Remove the sample from the flame and record the afterflame time (the time required for the burning sample to extinguish itself). The sample was contacted with the flame again (the same end as the first contact) for 10 seconds and the second afterflame time was recorded. After the sample extinguished itself, the ember signs were also checked according to the requirements of the UL-94 flammability test, but no such embers were observed for the test composition. Any dripping that caused the cotton pad to catch fire and any violent burning of the sample that caused the flame to spread to the metal clip were also recorded. The results of the flame test are shown in Table 1. Adding DiDOPO or PCO-900 to the pre-composition enables the cured samples to achieve UL-94 V-0 rating under flame test conditions. However, as shown in Table 1, PCO-900 does not exhibit excellent reliability characteristics. As shown in Examples 12 and 14, the films containing PCO-900 have poor reliability under storage conditions of 125°C or 85°C / 85% relative humidity.

[0436] A portion of the pre-composition of Example 7 was mixed with h-BN (manufactured by Showa Denko KK, 0.7 μm average particle size, 25 pphr), DiDOPO (25 pphr) (Example 12A), and PCO-900 (25 pphr) (Example 12B). The two compositions were rotated overnight to disperse the insoluble particles. These compositions were then dispersed on a glass plate and wetted a rectangular glass cloth (NE glass cloth, model #1280, 50 μm thickness) sample. The solvent was removed by heating to 130°C in an oven with a nitrogen inlet and outlet for 1 hour. These B-staged samples were cured in a vacuum oven at 190°C for 1.5 hours. The dielectric constant (Dk) and dielectric loss factor (Df) of the glass cloth composite material were measured at 10 GHz. The samples were placed in an 85°C / 85% relative humidity (RH) oven and their Dk and Df were measured periodically at 10 GHz to determine the reliability of these low-loss compositions containing DiDOPO or PCO-900 flame retardants under humid, high temperature storage conditions.
