A performance model formulation device according to one embodiment of the present disclosure formulates a performance model for each base station constituting a cellular network, and has: an input unit configured so as to input an accommodated user count observed value, which represents an observed value of the number of accommodated users for each base station, and a performance observed value, which represents an observed value of a prescribed performance related to the base station when the accommodated user count observed value is observed; and a formulation unit configured so as to use the accommodated user count observed value, the performance observed value, and the number of observations of the accommodated user count observed value and the performance observed value to formulate a performance model representing a relationship between the accommodated user count and the performance.
