The invention provides a throttling device and an air conditioner. The throttling device comprises a valve body, an overflowing plate and a throttling plate. A through cavity is formed in the valve body, and the valve body is provided with a first connector and a second connector which communicate with the through cavity; the overflowing plate is fixedly arranged in the through cavity, and the overflowing plate is provided with an overflowing hole communicating with the first connector and the second connector; the throttling plate is rotatably arranged on the overflowing plate; and the throttling plate is provided with a plurality of throttling holes with different hole diameters, and the multiple throttling holes with the different hole diameters are mutually staggered so that each throttling hole can independently communicate with the overflowing hole after the throttling plate rotates. By adopting the throttling device, precise throttling of the throttling device and flexible adjusting of the sizes of the throttling hole diameters are combined into one, thus the throttling device can adjust the throttling hole diameters flexibly, conveniently, quickly and precisely according tothe hot load change of an air conditioner system, and the liquid supplying amount of an evaporator is adjusted.
