A method for producing a reconstituted pressure-formed tobacco sheet, the method comprising: a first step of introducing two or more powdery raw materials containing at least tobacco into a mixer and mixing them therein; a second step, after the first step, of introducing a first liquid raw material into the mixer and mixing it with the two or more powdery raw materials; and a forming step of forming the raw materials mixed in the second step into a pressure-formed sheet.
