The device comprises at least two preheaters which are mutually connected in series, flash evaporators with identical quantity to that of the preheaters and mutually connected in series, and a medium temperature thermal cracking reactor with a heating coil inside; the liquor outlet tube of each preheater is communicated with the liquor inlet tube of each corresponding preheater; the liquor inlet tube of the first-stage preheater is communicated with a black liquor tube; the liquor outlet tube of the last-stage preheater is communicated with the liquor inlet of a black liquor pump; the liquor output of the black liquor pump is communicated with the liquor inlet tube of the cracking reactor; the liquor output tube of the cracking reactor is communicated with the liquor inlet tube of the first-stage flash evaporator; the liquor outlet tube of each flash evaporator is communicated with the liquor inlet tube of the next-stage flash evaporator; the liquor outlet tube of the last-stage flash evaporator is communicated with a black liquor evaporator; and the steam outlets of the flash evaporators are communicated with the steam inlets of the preheaters.
