The invention relates to a network service monitoring system, a network service synchronization method and a network service running state monitoring method. The system comprises a national service network management platform, a service synchronization subsystem and a service running state monitoring subsystem, wherein the national service network management platform is used for triggering the service synchronization subsystem to transmit whole network service configuration data to a corresponding service network element, transmitting a user terminal number to be monitored to the service running state monitoring subsystem according to a service type, and receiving the state information of a service used by the user terminal number from the service running state monitoring subsystem; the service synchronization subsystem is used for receiving the whole network service configuration data from the national service network management platform, resolving the whole network service configuration data and transmitting the resolved whole network service configuration data to the corresponding service network element by an integrated service access gateway (ISAG) in the service running state monitoring subsystem; and the service running state monitoring subsystem is used for receiving the user terminal number from the national service network management platform, transmitting the user terminal number to the corresponding service network element and feeding the state information of the service used by the user terminal number back to the national service network management platform.
