The method disclosed by the invention comprises the following steps: determining a normal direction of an original sector as an initial normal direction of the existing sector, wherein the existing sector comprises a first sector and a second sector; determining a candidate normal direction of the existing sector according to the initial normal direction, an adjusting range and an adjusting step length if an average terminal number in each unit area in the overlapping area on the initial normal direction is greater than or equal to the average terminal number in each unit area in a base station coverage area; and determining the normal direction of the existing sector according to the minimum value of the terminal number in the overlapping area on each candidate normal direction.
