The implementation method comprises the following steps of1, carrying out preprocessing on urban traffic data information; 2, establishing a traffic dynamic network on the basis of the urban traffic data information, and judging whether a road is in a congested stateor not on the basis of actual speed data on each road section in an urban traffic system by combining a road speed threshold; 3, calculating thespatial-temporal congestion sub-group, namely an elastic index of the traffic system; and 4, carrying out statistical analysis on the spatial-temporal congestion sub-group. By the steps above, according to the invention, operation efficiency of the traffic system is considered from the network level of urban traffic and the spatial-temporal evolution angle, and a problem aboutaccurate and comprehensive measurement on elasticity of a traffic network system can be solved so as to effectively carry out quantification and evaluation on the elasticity of the urban traffic network system; and according to the invention, regulation and control onan overall operation condition of the urban traffic in future are supported, and powerful method support can be provided for construction of the smooth traffic project and smart cities.
