The method comprises the following steps: obtaining personal information including identity card information of a user and obtaining the face image information of the user by the system; according to the identity card information, taking the identification photo information of the corresponding identity card from the national citizen identity information database; matching the face image information with the taken identification photo information, and performing real name authentication according to the matching degree; after real name authentication, generating a key pair corresponding to the personal information and issuing a digital certificate according to the personal information and public keys in the key pair; and providing the user with the issued digital certificate.
