According to the cloud monitoring system and method, a physical machine monitoring agent and a virtual machine monitoring agent actively and regularly send monitoring data to a physical machine aggregation node and a virtual machine aggregation node; through introducing a cluster aggregation node, the cloud monitoring system complexity is lowered, the load of a monitoring server is lowered, and the network congestion due to unexpected network communication is avoided. By means of the cloud monitoring system and method for the private cloud, through forecasting the resource needed for the future running of the virtual machine, the normal running of the virtual machine can be guaranteed, the bottle neck of the virtual machine resource can be discovered duly, and the dynamic regulation can be duly performed.
