The method comprises the following steps of pre-downloading target multimedia resources according to resource information of the target multimedia resources so as to obtain pre-downloaded resources; when pre-downloading is completed, providing playing permission of the target multimedia resources for a terminal; and when the terminal plays the pre-downloaded resources, continuing downloading the residual resources in the target multimedia resources except for the pre-downloaded resources. By applying the embodiment of the invention, when a terminal user visits the target multimedia resources, the terminal user does not need to wait for downloading in real time and can visit the target multimedia resources quickly according to the pre-downloaded resources; and furthermore, when the terminal user downloads the target multimedia resources, the target multimedia resources are played, so that the multimedia resource access experience of the terminal user is improved.
