The method comprises the steps of marking a surrounding box and an affiliated kind on the character strip in each-format invoice picture, and storing the surrounding box and the affiliated kind in a training database; detecting the position of an invoice picture to be identified; applying the surrounding box in each invoice picture on the invoice picture to be identified, and identifying the character strip which is used on the surrounding box; matching the invoice picture to be identified with each format of invoice picture, and using the format of the invoice picture with a highest matching degree as the format of the invoice picture to be identified; performing picture layering on the character strip used on the surrounding box of the invoice picture with the highest matching degree in the invoice picture to be identified; and identifying the picture layers, and utilizing a picture layer with a highest identification score as the character strip after filtering an official seal. The method and the device have the following beneficial effects: high capability of identifying illegible calligraphy in an invoice, relatively high invoice recording efficiency and relatively high identification effect.
