[0029] According to an exemplary embodiment, a remote latency-based management (RLM) system will be described that includes a novel implementation for managing customer-perceived response times of web servers. Remote latency-based management (RLM) represents a focus on managing response times perceived by remote customers. RLM differs from existing methods in several ways. First, the RLM implementation manages the response time perceived by the remote client for a full page download. Existing implementations manage server latency associated with processing a single URL request. A system and method for managing perceived response time includes transmitting a request or response. If the request or response is dropped, response time is managed by providing a retransmission from a response time manager, without the response time manager satisfying the request or response.
