The invention provides a data memory management system and method. In one embodiment, the data memory management system comprises a data access monitor, an activeness quantifier and a data movement controller, wherein the data access monitor is configured to monitor access conditions of data saved in a plurality of memory devices; the memory devices are divided into a plurality of memory device levels according to own characteristics; the activeness quantifier is configured to determine the activeness of each data based on the access condition of the data; the data movement controller is configured to control the movement of each data in the memory device levels based on the activeness of the data, so that the data is saved in a memory device level matched with the activeness of the data.
