The middle layer coating agent is an organic-inorganic compound which has the characteristics of resisting pressure, gaining weight, preventing waves, resisting salt and alkali and being nutritional and can improve the environmental condition of micro point locations of fixed planting effectively. The outer shellcoating agent based on a film forming agent improves the adhering fastness of active components obviously and plays roles of improving the water-resistant and wave-resistant abilities of the seed coating and reducing the expulsion rate of the coating. The invention provides the coated seeds which solve the problem that a seed flow is not uniformly diffused and the seeds cannot be settled and fixedeffectively in the current coastal wetland.
