Firstly, the whole hydropower output time sequence is divided into a plurality of sub-time sequences according to thetime domain length, discrete values of all the sub-time sequences and the change degree of the change rate are calculated, the magnitude dimensions, the form dimensions and the overall fluctuation ofall the sub-time sequences are determined, and then the magnitude ranges of the magnitude dimensions, the form dimensions and the overall fluctuation are determined; the occurrence frequency of the magnitude dimensions, the form dimensions and the overall fluctuation are in the corresponding magnitude range are counted to obtain a fluctuation frequency analysis result of the hydropower output, andthe larger the frequency is, the more severe the fluctuation of the hydropower output in the corresponding magnitude range is.
