The device comprises a wastewater circulating pool, a circulating pump I, a middle-end heat exchanger, a heater, a humidifying tower, a dehumidifying tower, an induced draft fan, a hot water tank, a circulating pump II and a heat exchanger, wherein the wastewater circulating pool, the circulating pump I, the middle-end heat exchanger, the heater and the humidifying tower form a wastewater circulation system. The wastewater circulation system conducts evaporation and concentration circulation on wastewater. The humidifying tower, the dehumidifying tower and the induced draft fan form an air circulation system, and the air circulation system conducts gas circulation. The hot water tank, the circulating pump II, the middle-end heat exchanger, the heat exchanger and the dehumidifying tower form a condensate water circulation system, and the condensate water circulation system forms condensate water circulation through a pipeline.
