The voltage-regulating and voltage-stabilizing switch of the invention is performed under the condition of zero current of the line where the transfer switches are positioned, so the non-arcing switch can be really realized; at the same time, compared with the prior art, the other two phases are not interfered during the isolated phase voltage-regulating and voltage-stabilizing switch; and the structure is simpler and convenient for reducing the manufacturing cost of the whole machine and the operation maintenance cost.
