When emergent extreme rainy weather occurs, waterlogging situations of each place in large area urban regionss are difficult to comprehensively understand, and real-time early warning is difficult to perform in the waterlogging situations of each road segment. A GSM system is a mobile communication system based on a time division multiple access technology and matures in development, and the GSM system is widely applied in all cities basically. The monitoring system is designed in a GSM short message data transmission mode so that the system is not high in operation cost, wide in application range, convenient in device installation, and thus the system is suitable for long-time and low-flow data monitoring on emergent events with wide distribution of the regions. The urban waterlogging monitoring system, of which data transmission is realized via GSM short messages, is constructed on the basis of TC35i and C8051F320 so that remote monitoring and statistic analysis can be realized, reliability is high and cost is low.
