A baffle (11) is arranged between a hot water sleeve (2) and the steam humidifying pipe (1) to partition the interior of the hot water sleeve into gaps (12) in the two sides of the hot water sleeve. The gas inlet of the steam humidifying pipe (1) is provided with a channel for communicating the gaps (12) in the two sides of the hot water sleeve. An electric three-way valve (9) is arranged on an indoor heating vertical pipe (16).
