According to the method, on the basis of attention to contents by users, the contents are stored at different cache positions in the mobile communication system and the cache positions are divided into five levels from top to bottom: a core network router cache L1, a PDN (packet data network) gate way cache L2, a boundary router layer local gateway cache L3, a wireless access network local gateway cache L4, and a mobile terminal cache L5; and content distribution and cache are carried out based on different content popularity levels, and the contents are stored at different cache positions and the contents are distributed according to a PULL, PUSH or mixed way.
