According to the present invention, vehicles meeting requirements are screened according to waybill requirements, then, people meeting the waybill requirement and capable of driving the vehicle are screened out from the drivers, and the waybill information is sent to the personnel, when a driver confirms the waybill requirement, the driver, the vehicle and the waybill requirement are bound, the binding is stopped until the number of the driver meets the vehicle driving requirement, and therefore the reasonable arrangement of transportation tasks is efficiently completed, and the distribution efficiency is high.
