The invention provides a quantitative distribution device which comprises a vessel and a valve device, wherein an accommodating cavity which is used for accommodating materials is limited in the vessel; the lower part of the vessel is provided with a discharge passage, and the materials flow out of the accommodating cavity through the discharge passage. Especially, the valve device comprises an obstruction part, at least one elastic element and a temporary storage part, wherein the obstruction part is configured to respectively obstruct and allow the materials in the accommodating cavity to flow out from the discharge passage when in a sealing position and an opening position above the sealing position; the at least one elastic element is configured to provide an acting force for enabling the obstruction part to move from the sealing position to the opening position; the temporary storage part is arranged below the discharge passage, is connected with the obstruction part and is used for receiving the materials which flow out of the discharge passage. Furthermore, the invention also provides the refrigerator with the quantitative distribution device. The quantitative distribution device can quantitatively distribute the materials in the vessel.
