The method comprises steps: an MeNB and an SeNB interact load information through an X2 interface; UE reports an uplink split bearer memory status report BSR to a network side; the MeNB makes a decision of dynamically changing wireless resources according to the load information of the MeNB and the SeNB and the BSR information, and the UE is announced through PDCCH signaling; and the UE activates the corresponding wireless resource configuration according to the PDCCH signaling. The uplink split bearer resources can be dynamically changed according to the load condition of the network side and the UE service amount through the physical layer signaling, and an important role is played in improving the rate and the cell throughput.
