Abstract

The invention discloses an inter-RAT switching method and apparatus. The method includes the following steps: a base station determines a terminal which is to be inter-RAT switched; if the terminal is provided with a bearing which is intended for transmitting VOLTE data, and no VOLTE voice conversation has been conducted through the bearing, then no inter-RAT switching is conducted on the terminal for the moment, and if the VOLTE voice conversation by the terminal through the bearing is detected, inter-RAT switching is conducted on the terminal. According to the invention, the method and the apparatus can prevent failure of switching caused by voice call of the VOLTE which is generated simultaneously with the inter-RAT switching.
