The method comprises the following steps: acquiring MRs (Measure Report) reported by a terminal under a first communication system, and determining the MRs belonging to a to-be-evaluated area from the MRs; determining N neighbor cells of a serving cell according to the determined MRs belonging to the same serving cell; determining the coverage coefficient of each neighbor cell according to the signal strength of the neighbor cells in the MRs belonging to the serving cell and the signal strength of the serving cell; and determining first cell overlap coverage meeting the coverage requirement of a second communication mode according to the coverage coefficients of the N neighbor cells, adding up M first cell overlap coverage correspond to different values to get second cell overlap coverage, and determining the overlap coverage of the to-be-evaluated area under the second communication system according to the second cell overlap coverage corresponding to each serving cell in the to-be-evaluated area and the total number of cells in the to-be-evaluated area.
