The SCORM courseware generating method comprises the steps that a PPT file uploaded by a courseware maker is received and is converted into a material of a HTML5 format so as to ensure the material obtained through conversion consistent to the PPT file in character and animation; the operating information of the courseware maker in the lecturing process is recorded, and the operating information and the material of the HTML5 format are synchronized on the same time line, wherein the operating information includes at least one of page turning, animation, clicking, mouse tracks, voice, exercise distribution, sheet scattering and questionnaire survey. At least one page of information is selected from the synchronized material of the HTML5 format, wherein each page of information is bound with the respective operating formation; according to SCORM standard, the selected material and its operating information are encapsulated as SCORM courseware.
