The hydraulic speed regulating system comprises a main pump, a plurality of executing mechanisms, a main valve, a control component, a proportion displacement controller, a load sensing controller and a speed regulating mode switching component, wherein the main pump is connected with an oil tank and used for providing hydraulic oil for the hydraulic speed regulating system; the main valve is connected with the main pump and the executing mechanisms; the control component is used for inputting pilot pressure to the main valve; the proportion displacement controller is used for performing proportion regulation on the displacement of the main pump by controlling an input signal; the load sensing controller is used for regulating the displacement of the main pump in a mode of load sensing control of keeping the difference between former pressure and later pressure of the main valve to be constant; and the speed regulating mode switching component is used for switching between a volume throttling speed regulating control mode and a volume speed regulating mode according to specific conditions. In the volume throttling speed regulating control mode, the main pump achieves flow regulation through the load sensing controller in the mode of load sensing control, and in the volume speed regulating mode, the main pump achieves flow regulation through the electric proportion displacement controller in a mode of positive flow control.
