The lower ends of the capacitor group string, the discharge gap insulator, and the discharge needle and the upper end of the leading down rodare arranged in the protective cover connected with the discharge needle; and the protective cover and the leading down rod are connected by the protective cover insulator. The discharge gap insulatoris connected to the discharge needle and the leading down rod; and a discharge gap is formed among the discharge gap insulator, the leading down rod, and the discharge needle; and the capacitor groupstring is connected with the discharge needle and the leading down rod. After lightning arresting of the discharge needle, the capacitor group string is charged; when the capacitor group string is charged to reach a predetermined voltage, the discharge gap is punctured and discharged; the current flows through the discharge needle and the discharge gap and reaches the leading down rod and then the current flows to the ground through the leading down wire.
