A structure of the device comprises a tunnel floor, a soil layer and gravel and water discharging devices, wherein a lower surface of the tunnel floor and an upper surface of the soil layer are laminated, lower ends of the gravel and water discharging devices are installed in the soil layer in an embedded mode, through water collecting pits, water flows ooze from fault fracture zones of a tunnel are collected, then water pumping pipes are used for discharging the water flows in thewater collecting pits to make ponding in the tunnel maintained in a controllable range, meanwhile, rotating pit bottom turntables and stone discharging belts on the bottoms of the water collecting pits are used for discharging and collecting gravel which falls into the water collecting pits along with the water flows to prevent accumulation of the gravel in the water collecting pits, and thus notonly is required capability of the water collecting pits maintained, but also barrier of the gravel to water pumping of the water pumping pipes is reduced, so that the water collecting pies have enough water discharging speed in stages with large water yields on rainy days.
