The system of the invention comprises a user mobile phone, a short message gateway and a location server which are connected in sequence, and the short message gateway is connected with a monitored mobile phone. The user mobile phone comprises a processor and a memory, a transceiver, a GPS module and a short message receiving and sending module which are respectively connected with the processor, wherein, the transceiver is connected with an antenna and the short message receiving and sending module sends a message which contains location information to the short message gateway; the short message gateway is connected with the user mobile phone and the monitored mobile phone through a GSM or CDMA wireless network; the transceiver contains a wireless signal of information on the number of a base station by the antenna. The method of the invention includes that an anti-theft option for the selection and use of the user is arranged in a function menu of the user mobile phone and the anti-theft option contains the arrangement method for initiating the anti-theft function for the first time and the method for automatically initiating the anti-theft function for the follow-up for the user. No matter whether the stolen mobile phone has the GPS function or not, the system and the method can help the owner of the lost mobile phone obtain the position of the lost mobile phone so as to provide an effective way for retrieving the stolen mobile phone to the owner.
