The method comprises the following steps: a managing device receives an access request from a remote set-top box (STB); according to the access request, the managing device queries whether the remote STB has the ability to pay service expenses or not; and if the query result is true, the resource allocation information is sent to the remote STB to enable the remote STB to realize the video-on-demand service according to the resource allocation information. In the embodiment of theinvention, the managing device realizes the remote resource allocation when a user is in roaming service by sending the resource allocation information to the remote STB, and realizes video-on-demandservice among different operation networks.
