Abstract

The method of the embodiment of the invention comprises the following steps of: when one eNB determines a simple control transmission protocol (SCTP) link establishment conflict in an X2 connection establishment process, comparing own comparison identifier with the comparison identifier of the opposite terminal; when the eNB is determined to be a client, transmitting the X2 establishment request message to the opposite terminal according tothe comparison result; and when the eNB is determined to be a server, receiving the X2 establishment request message from the opposite terminal according to the comparison result.
