The embodiment of the invention relates to wireless communication technologies, in particular to an X2 connection negotiation method, an X2 connection negotiation system and a base station, which are used for solving the problem in the prior art that two home nodes B (eNB) simultaneously transmit X2 establishment request messages to opposite terminals. The method of the embodiment of the invention comprises the following steps of: when one eNB determines a simple control transmission protocol (SCTP) link establishment conflict in an X2 connection establishment process, comparing own comparison identifier with the comparison identifier of the opposite terminal; when the eNB is determined to be a client, transmitting the X2 establishment request message to the opposite terminal according tothe comparison result; and when the eNB is determined to be a server, receiving the X2 establishment request message from the opposite terminal according to the comparison result. The method of the embodiment of the invention can avoid the two eNBs simultaneously transmitting the X2 establishment request message to the opposite terminals to further avoid a conflict between operating modes of the two eNBs causing the condition of X2 connection establishment failure and further increase the success rate of X2 connection establishment.
