The invention provides a method for controlling access of a network during switching of a Home Node B, which comprises the following steps that: a core network acquires a targeted Home Node B message to determine whether to allow the access of the user equipment (UE); when the access of the UE is allowed and the Home Node B is connected with the core network by a Home Node B gateway, the core network sends the targeted Home Node B message to the Home Node B gateway to which the Home Node B belongs; and the Home Node B gateway determines whether to allow the access of the UE according to the received targeted Home Node B message. The invention also provided a system for controlling access of the network during switching of the Home Node B. By adding a UE access control into the Home Node B gateway, when the UE enters the Home Node B cells by switching, the Home Node B gateway verifies the access control message (reported to the core network) of the UE by the Home Node B gateway, so the occurrence of illegal access incident is prevented, and the security of network access is improved.
