The method in the embodiment of the invention comprises the following steps: receiving an uplink scheduling request sent by user equipment (UE); acquiring a modulation and coding scheme (MCS) value; transmitting the MCS value to the UE in order that the UE transmits uplink data according to the MCS value and transmits a cache state report; if the received cache state report instructs the UE that data to be transmitted exists, determining that the adjustment times of the MCS value do not surpass a preset threshold value; acquiring the MCS value; performing upward adjustment on the MCS value; and transmitting the adjusted MCS value to the UE in order that the UE transmits uplink data according to the adjusted MCS value. Through adoption of the resource scheduling method and device, the uplink transmission efficiency of the UE is effectively increased.
