The method comprises the following steps: collecting user transaction data and user video viewing data from a video system; extracting an appointed characteristic data set of training users and an appointed characteristic data set of test users from the collected user transaction data and user video viewing data; training various appointed characteristics in the appointed characteristic data set of the training users according to a training algorithm, so as to obtain weighted values of various appointed characteristics; determining paying probability prediction data of various test users according to the appointed characteristic data set of the test users and the trained weighted values of the appointed characteristics; and locating the suggested users according to the paying probability prediction data of the test users.
