The method comprises the following steps that: a vehicle receives an instruction of turning on a first vehicle lamp; a driving circuit drives the first vehicle lamp to emit light, modulates first information into lamplight of the first vehicle lamp, and transmits the modulated first information through the lamplight of the first vehicle lamp, wherein the first information includes ID information of the vehicle; a monitoring device detects the lamplight of the first vehicle lamp; the monitoring device modulates the detected lamplight of the first vehicle lamp, and acquires the first information; and vehicle ID information in the first information is recorded. The information including the vehicle ID is modulated in the vehicle lamplight, and the ID information of the vehicle can be obtained by modulation of the lamplight after the lamplight is detected by the monitoring device, so that the identity of the vehicle can be determined, and the use of the vehicle lamps can be managed and controlled on the basis of the technology.
