The measurement device comprises a horizontal transverse transparent calibrated scale, a horizontal longitudinal transparent calibrated scale, a vertical transparent calibrated scale, a supporting pole, a horizontal transverse steel needle and a horizontal longitudinal steel needle. The invention has the following advantages: the device and the method are suitable for unsaturated soil; the device is aimed at flat small samples, thickness of which is less than thickness of conventional triaxial samples; soil-water characteristic curve test time is greatly shortened; by ingenious utilization of the physical law that a convex mirror has an amplifying effect, a pressure chamber cover and confining pressure water form a convex mirror, a person watches the orthographic reading of an end of the steel needle projected on the scale, the orthographic projection on the scale is clear for distinguishing, and the reading is accurate; according to the trapezoid median line theory, diameter of a sample is calculated through the reading of the steel needle on the transparent calibrated scale, errors caused by installation of the steel needle are eliminated by the calculation method, and the result is more accurate; and the device has reasonable principle, has high measurement precision and is simple and economical.
