The method comprises the following steps of: obtaining knowledge demand elements to construct a knowledge demand model; carrying out semantic extension to obtain a primary knowledge demand hierarchical structure with semantics; carrying out modification to generate an ultimate knowledge demand hierarchical structure; matching a semantic space to obtain candidate sematic space units; carrying out analytical reasoning on the basis of an SWRL rule so as to generate a POV network; solving an optimum topological sequence of the POV network so as to form a semantic space of a knowledge service scheme; and configuring associated knowledge resources. The device comprises a construction module, a semantic extension module, a modification module, a matching module, a generation module and sorting and association module. According to the method and device, modeling is carried out on the basis of knowledge demands, SWRL reasoning and a digraph theory are combined to mine logic relation and connotations between knowledges to the greatest extent from semantic level, so that the appreciation of the knowledges is realized and the effectiveness of required knowledge pushing result in the product design process is improved.
