The method comprises the steps that after a terminal accesses a network successfully, the terminal sets information of the anchor base station in a static configuration or dynamic configuration mode, wherein the information of the anchor base station comprises a routing area identity; the terminal receives a measurement configuration request message issued by the anchor base station, wherein the measurement configuration request message comprises a measurement parameter of a WLAN network; theterminal reports a network measurement result to the anchor base station through a service base station, thereby enabling the anchor base station to obtain the WLAN network condition according to thenetwork measurement result; and if the WLAN network is available, the anchor base station informs the terminal to perform WLAN fusion operation through the service base station.
