The method comprises the steps of 1) performing water demand plan reporting according to water demands of water users in the irrigation region; 2) when a total water quantity in the irrigation region is less than a total water demand quantity of the water users,building a real-time water distribution scheduling model; 3) establishing a Hamiltonian function to work out optimal solutions of distributed water quantities of the water users; and 4) according to the optimal solutions, scheduling flow distributed to the water users and gate opening. The water quantity scheduling accuracy and timeliness are improved and the water resource effective utilization rate is increased.
