The invention avoids negotiationamong terminals, efficiently reduces system expense and time delay, and saves energy; the terminal determines whether a request needs sending out according to the selected optimum probability value, thereby efficiently reducing redundant requests. Therefore, on one hand, the energy is saved, on the other hand, data packet conflict is reduced; the system efficiency is improved; and the use time ofa terminal power supply is efficiently prolonged.
