The invention provides a neighbor relationship management system for a long-term evolution system, comprising the following steps: building a neighbor relationship table comprising entries, wherein each entry comprises a neighbor relationship term and an attribute term; arranging neighbor relationship among cells in a long-term memory (LTM) system to the neighbor relationship term; and arranging the attribute of the neighbor relationship to the attribute term of the entry of the neighbor relationship corresponding to the attribute of the neighbor relationship. The invention realizes the simple and high-efficiency management of the neighbor relationship and the operations such as switching between the cells or X2 connection, and the like according to the neighbor relationship.
