The identifying method comprises the following steps: in a process that a calling terminal is communicated with a called terminal, monitoring mobile application part signaling of a gateway mobile switching center / international signaling transfer point, which passes through a home network of the calling terminal; according to the monitored mobile application part signaling, acquiring a country code of a home country of the called terminal, a country code of a currently positionedplace and a network number of a currently used network; and according to the country code of the home country of the called terminal, the country code of the currently positioned place, the network number of the currently used network, and a country code of a home country of the calling terminal and a network number of the home network which are pre-stored, determining whether the called party isin the home network of the calling terminal. Based on the identifying method, the invention also provides the corresponding device.
