The system comprises a global scheduling layer and a cloud storage layer, wherein the global scheduling layer is used for positioning the location of resources at the cloud storage layer according to a received access request and the resources of the access request; the global scheduling layer is composed of one or more than one server;and the cloud storage layer is composed of at least one cloud storage node.
