The method comprises the following steps of: judging a stress trend of the pipeline and quantifying a stress level thereof by testing an original deformation degree formed in a pipeline construction process; judging a limit expansion and contraction rate epsilon of an involved pipeline section according to a maximal temperature difference interval of a service environment of the pipeline; respectively quantifying various stress values borne by the involved pipeline section and a maximal cumulative stress intensity sigma respectively by using a linear rule of an elastic modulus E of a material; judging whether the involved pipeline section is safe by comparing the maximal cumulative stress intensity sigma with a usable intensity [sigma] of a pipeline material; and finally providing a measurable reinforcement scheme or a stress compensation scheme.
