The method comprise the following steps of: monitoring link state, specifically, performing break-make detection on a link of an upper-level network node by a virtual network management server; redirecting information, specifically, redirecting network management information of local and lower-level network devices to the virtual network management server when detecting that an upper-level link is blocked; recovering information redirection, specifically, redirecting the network management information of the local and lower-level network devices to a network management server while the virtual network management server detects that the upper-level link is recovered; and reporting the management information, specifically, uploading each piece of management information data generated during the period of link blocking to the network management server by the virtual network management server. The method and the system need no additional hardware device, and can deploy and carry out the emergency control at the nodes of each level in the whole network by simply setting a browser of a network management terminal, so that the implementation is simple.
